The release is supported at the SQL Server 2017 on Windows RTM Release version. SQL Server 2016 and older versions are not supported on Windows Server 2022 or Windows 11.Procedure
To upgrade a previous version of SQL Server to SQL Server 2019 Express software, click this link, download and run SQLEXPR_x64_ENU.exe.
In the SQL Server Installation Center window, click Installation.
In the right pane, click Upgrade from a previous version of SQL Server.
